In this article we are going to use our Knowsys application to find the top 14 newest destination facilities receiving waste according to e-Manifest. We will look at their service area, what types of wastes they receive, tonnage and more. This article is using data from e-Manifest through Q1 2021.

Next we will take a look at these 14 facilities but sort them by total tons received. We also have the number of manifests received and unique number of generators that the facility has received waste from.

Locating New Destination Facilities Using e-Manifest Data

We identified these “new” destination facilities by looking at the earliest receipt date of destination facilities and comparing that to the e-Manifest launch date (more on both below). These facilities could be new sites or existing facilities offering new or expanded services into markets where a hazardous waste manifest is required.

e-Manifest Launch Date

e-Manifest officially kicked off June 30, 2018. From this date forward, destination facilities receiving waste that must be on a hazardous waste manifest were required to submit this data into EPA’s e-Manifest system.

First Receipt Date

By “receipt date” we mean the date the designated facility signed as having received the waste from a generator. This is the date listed in section 20 of the hazardous waste manifest. By looking at the earliest date a manifest was signed by a destination facility, we can keep track of new facilities receiving waste on a hazardous waste manifest. (Please note, we use the terms “designated” and “destination” facility interchangeably.)

Sites We Excluded From This Article

We did not include sites in this list if the only time they were listed as a destination facility was for rejected waste. Except with a couple exceptions, we also did not include sites receiving waste from only one generator because this is another indicator that they are only receiving rejected waste. Also, excluded are facilities only acting as a receiving hub for their organization’s waste. For example, an air force base has a RCRA permit and receives wastes from other smaller and remote bases for waste consolidation at the permitted site.

A Closer Look At The Destination Facilities (Sorted By Tons Received)

Let’s take a look at these fourteen individual hazardous waste facilities. We will go through the facilities in order by tonnage received. A section for basic company information is included as well as additional reports giving more detail on the facilities.

Also included below are rankings for where the destination facility ranks in terms of tonnage received compared to other destination facilities in the US. Please note for 2021, at the time of writing this article we only have data through first quarter.

1. Texcom Gulf Disposal (Union Processing Systems)

Union Processing Systems Non-Hazardous Deepwell

Union Processing leads the new destination facilities in total tons received by a huge margin. Even though the non-hazardous deepwell just began operations in 2020, Union is currently one of the largest industrial waste processors in the United States.

The majority of Union Processing’s customers are in and around the Houston metro area. We also see they are able to bring in waste from the Dallas area and even eastern Louisiana.

Texans like to do things their own way, including creating waste codes. The Texas Commission on Environmental Quality (TCEQ) has the generator list the form code of their wastestream in the state waste code. In our Knowsys application we isolate this form code to determine the type of waste shipped from the generator.

Below we show the form codes shipped into Union Processing. This is helpful in understanding the types of wastes a company can process.

2. Remuriate Delta LLC

This facility “regenerates and transports acidic solutions used to clean or pickle steel.  The acid in the pickling solutions is depleted as it removes rust from the surface of sheet steel, the acid depleted solution or spent pickling liquor is regenerated in a roasting process to reclaim the muriatic acid, thus the name ‘REMURIATE'” (from company website).

Unfortunately (at least from a data perspective) Remuriate no longer has to utilize a hazardous waste manifest for their shipments of spent pickle liquor beginning in February 2021. See “Exemption from Hazardous Waste Manifesting” section below.

Remuriate primarily receives loads on a bill of lading and consequently those loads do not appear in e-Manifest. All loads in e-Manifest come from one Generator (US Steel in West Mifflin, PA.)

There is a reason why Remuriate’s volumes drop in February 2021 and disappear after that month. On February 17, 2021 Ohio EPA granted an order allowing Remuriate to stop utilizing hazardous waste manifests for the shipment of spent pickle liquor. You can read the order here: Ohio EPA Final Order

3. Cactus Reclamation Services Wilmer Processing Facility

Cactus Reclamation Services is a wastewater treatment facility. This site appears to be an actual new site based on EPA notifications. Initial handler notification to EPA is in July 2019.

Below is a look at the state form codes received by Cactus Reclamation. The percentage of materials listed with a sludge form code is surprising for a wastewater treatment facility.

4. Emerald Kalama Chemical

This site appeared out of nowhere as a destination facility December 2020. On further research, we determined this site is not a commercial destination facility but is taking waste from 3 specific generators. In just 4 months, volumes have exceeded 6,700 tons and average around 90 loads per month.

Looking at the map below of this destination facility’s generators, we see they are all pretty close in proximity…and have the same name “Fire Mountain Farms”. You can hover over the bubbles in the map below and see the site information.

Using our timeline function in Knowsys, we can see a site’s history in relation to environmental permits and notifications.

If you scroll to the bottom, we see in January 1994 this site registered as a RCRA Hazardous Waste Treatment, Storage and Disposal (TSD) Facility. This site is permitted to manage hazardous waste.


The next clue we see in the timeline is “FEC Last Case” in October 2020. Which is really close in time to their first receiving waste from offsite facilities. FEC stands for “Federal Enforcement and Compliance.” If you see “FEC Last Case”, this means something went to court.

Quick web search for “Emerald Kalama” and “Fire Mountain Farms” yields numerous results related to lawsuits between the two companies and also requests to delist hazardous waste at Fire Mountain Farms.

Fire Mountain Farms is a biosolids recycling company that received waste from Emerald Kalama for years.

There was an approval for delisting of “mixed material” at Fire Mountain Farms facilities (WA Dept. of Ecology link) and Kalama Chemical was named a responsible co-party. The “mixed material” has to be removed from the contaminated Fire Mountain Farms sites.

We could not find a document directing Emerald to take wastewater from Fire Mountain Farms. Our assumption is the wastewater is coming from impacted water at the Fire Mountain sites awaiting cleanup and Emerald is managing because they have been named responsible co-party.

5. LES – Phoenix

LES – Phoenix started operating well before June 3, 2019. This is not a new destination facility but a new to e-Manifest destination facility. The facility deals with non-hazardous waste so there would be no requirement for them to use the e-Manifest system. However, the waste that is being reported is primarily coming from CA and has state wastes codes.

The volumes listed below are not comprehensive by any means. This is just the volumes based on e-Manifest reporting.

The waste originating in Illinois and ending up at LES is all from Crystal Clean. The EPA ID used for the generator is Crystal Clean’s main transporter EPA ID and Corporate Office.

6. VLS Houston

VLS has a strong focus on offering waste management services focused on sustainability. They have been very active in growing their waste management footprint across the US.

VLS Houston is a new destination facility both in operations and in reporting to e-Manifest. The following description related to this facility comes from their website:

“Seeing a growing need for waste-to-energy, VLS opened a grass roots Waste Management facility in January 2020 called VLS Houston…”

7. BASF Beaumont, TX

BASF begins reporting receiving bulk non-hazardous waste for deepwell in June 2019 through December 2020 and then abruptly stops. Waste received is only from 2 generators, another BASF site and also Jayhawk Fine Chemicals.

Prior to utilizing its own deepwell this site shipped up to 10,000 tons per month for offsite disposal.

The newest destination facility in this article is Republic’s newly acquired deepwell injection facility in Dayton, TX. The facility was previously owned by Environmental Processing Systems (EPS.) Republic continues to grow its footprint in the hazardous and industrial waste market.

All waste reported originated from Massachusetts and also carries a state hazardous waste code (MA98) for “OFF SPECIFICATION USED OIL FUEL THAT IS SHIPPED USING A HW MANIFEST”. Also, all loads were bulk liquids transported in tankers (TT).

B&D Associates is a registered recycler and transporter in New Hampshire. Based on e-Manifest data they only receive silver contaminated wastes (D011). They are primarily focused on medical waste.

Having one of the coolest names in the waste industry, Auris Noble pops up in e-Manifest receiving waste from one generator (PPG Barberton, OH). From the company’s website, Auris is “a vertically-integrated recovery facility that manages high value, critical and strategic materials generated from diverse industries.”

We are not seeing where this site has a RCRA permit or notified for off-site waste activities or as a recycler. However, there may be some state notifications the company has filed that does not show up in EPA data. The waste received was not listed as a rejection. Based on the company’s statement that they are a specialized recycling company, it seems very probable wastes reported were received for hazardous waste recycling.
